Western Zone consists of a zonal office headed by Chief Engineer. The office of the Chief Engineer (WZ) is located at Mowb-II, Itanagar. The organisational setup of the zone consists of Three field Circles headed by Superintending Engineers and one Planning Circle headed by a Superintending Surveyor of Works,These Field Circles has Thirteen field divisions and One independent sub division under its administrative and financial control, The Planning Circle (SSW unit) has two Planning Divisions which deals with building and road works respectively and, One Superintending Engineer (Headquarter).

The Chief Engineer is the head of the department with the zonal office being the apex body of the organisation. For administrative functions, the zonal office is provided with a Superintending Engineer (HQ) who assists the Chief Engineer mainly in administrative matters. The Accounts department is controlled by an officer of the rank of Senior Finance & Accounts Officer. The Superintending Engineer (HQ) is the overall in-charge of establishment matters.

All functions related to works and planning is controlled by the Superintending Surveyor of Works unit which consist of two Surveyor of Works of the rank of Executive Engineer, three Assistant Surveyor of Works of the rank of Asstt. Engineers with required number of supporting staff in all sections.
